Position Descriptions: 

Developer

NCCER has an immediate opening for a Developer. This individual provides support to the Information Technology department, including, but not limited to:

  • Design, code, and test new software applications
  • Maintain and enhance existing software applications
  • Design, configure, and maintain MS SQL server databases
  • Create and maintain functional, design, and technical documentation
  • Participate in requirement analysis, solution proposals, architecture, and integration design
  • Other duties as assigned; as this job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee

Qualifications:

  • Bachelor’s degree in Computer Science, Information Technology, Management Information Systems or related field
  • Three (3) years software development experience in the following areas:
  • C# and JavaScript to code .NET enterprise applications
    • ASP.NET MVC and .Net Framework environments
    • Microsoft development and versioning tools such as Visual Studio and Team Foundation Server
    • MS SQL databases, queries, views, and stored procedures
    • RESTful web services with JSON and XML
  • Strong knowledge and coding skills using C# and JavaScript in the ASP.NET MVC environment
  • Strong knowledge of object oriented programming
  • Strong knowledge of SQL concepts, techniques, and design
  • Knowledge and application of web standards and technologies such as AJAX, HTML5, and CSS
  • Self-starter with demonstrated experience handling multiple duties and deadlines
  • Strong written and verbal communication skills
  • Excellent organizational skills
  • Ability to work independently
  • Dependable in attendance and performance

Project Manager/Test Development

NCCER has an immediate opening for a Test Development Project Manager. This individual will work in the Product Development and Revision department, and his or her major job responsibilities with include, but not be limited to:

  • Responsible for managing the processes and procedures related to development and maintenance of NCCER's certification and curriculum exams;
  • Responsible for managing all assessment and exam-related communications with test development partners and publisher;
  • Prepares assessment exam banks for review; manages exam databases; develops test specifications; coordinates assessment pilots and roll outs;
  • Works closely with Sr. Managers and Director on all projects and related workflows;
  • Ensures all updates and corrections for both assessment and curriculum exams are reviewed, approved, executed and posted to all exam databases and delivery points;
  • Executes final developments of performance verifications (PV) under direction of project managers;
  • With PVs requiring video production, works closely with project manager, SMEs and editing vendor to manage video production process;

Qualifications:

  • Bachelor’s degree in related field
  • Experience with technical writing or editing
  • Excellent organizational and communication skills
  • Able to balance multiple priorities and deadlines
  • Strong computer skills with the ability to adapt to proprietary software
  • Ability to work independently
  • Dependable in attendance and performance
  • Experience in exam and certification test development
  • preferred but not required
  • Able to travel as needed

Workforce Development Manager

NCCER has an immediate opening for a Workforce Development Manager. The ideal candidate will be a people and service-oriented individual with demonstrated public speaking abilities and experience. The position requires a self-starter with experience handling multiple duties and deadlines, with excellent organizational skills and the ability to work independently and effectively with all levels of executives, management and staff. The ability to research and organize statistical and anecdotal data and experience managing and preparing schedules, budgets and reports are required. A Bachelor’s Degree and the ability to travel are also required.

Major duties of this position include:

  • Assisting and collaborating with the department director and team in managing and supporting operational plans, projects, staff, budget, schedules and reports;
  • Acting as a liaison to sponsors, committees and industry to promote NCCER initiatives;
  • Researching and synthesizing workforce-related statistics and information for use in presentations and other documents.
