NCCER National Safety Committee Update

September 1 2016: Please join us in extending congratulations to our very own Dean McKenzie for being selected as director of OSHA’s Directorate of Construction. The official announcement posted on September 1st.

April 12 – 13, 2016 Meeting Highlights:

  • Best Practices Share presentations:
    • Fritz Kin from Marathon Petroleum presented on an internal task force they have created to improve safety processes related to refining hydrogen sulfide
    • Cole Davis from Nova Group presented on an innovative underwater camera inspection system they have developed to eliminate the need for divers
    • Jose Velasquez of ISN presented on “Best in Class Contractor Management”
  • Committee members participated in break out groups and gave presentations on:
    • NCCER’s safety credential programs
    • Safety as a career path
    • Safety partner alliances
  • OSHA Presentations
    • Construction Update (i.e. statistics on injuries, fatalities, common violations, etc.) – Josh Flesner, Deputy Director, Directorate of Construction
    • Respirable Crystalline Silica Rule – Dave O’Connor, OSHA Office of Chemical Hazards and Non-Metals (co-author of the rule)
  • July 18, 2016: Long-time Safety Committee member, Ron Sokol was appointed by Labor Secretary Perez to serve as the Public Representative on the Advisory Committee on Construction Safety and Health (ACCSH).  There are only two public spots.

Pipeline Users Council Updates

April 14 – 15, 2016 Meeting Highlights:

  • PHMSA presentations:
    • Dr. Christie Murray presented on the Excavator Enforcement Rule which went into effect Jan. 1, 2016, requiring states to meet the minimum criteria set forth by PHMSA.
    • Cameron Satterthwaite presented on the new proposed rule on Operator Qualification and Cost Recovery. Final verbiage of the rule to be determined at public advisory committee meetings June 2nd.
  • API OQ Workgroup presentation:
    • Mike Courville gave the API OQ Workgroup update on development of new covered tasks and annexes to assist operators and contractors with their compliance efforts.
  • Committee members participated in break out groups and gave presentations on:
    • Recommended annex to NCCER’s Performance Evaluator Program
    • NCCER program alignment with latest regulations
    • Alignment of NCCER programs and services to pipeline customer expectations
